How are year-end bonuses worked out?
AIME

Each agency has its own pool. Your share is one month of basic pay, times your score band's multiplier, times months served out of 12, then scaled to fit the pool. People on an improvement program don't get a bonus that cycle. 13th month is separate and always paid.
